There are many solutions on the internet about this issue, some are suggesting to switch servers back and forth to fix the issue. But this is not a proper solution or the permanent solution to this problem.
Following are the step I followed to fix my PUBG emulator voice issue:-
1. First, open the game and see the sound of the game if it is in full volume or not.

2. Now open sound manager in your pc. To open it right click your sound icon in your taskbar and select sound.
You will see four tab on the window - Playback, Recording, Sound, and Communications

3. Now go to the Recording Tab and first disable everything. To disable right click it and click on disable.

4. Plugin your earphone/headphone in your Computer.
5. After plugging in your headphone, enable your microphone/headphone in the Recording tab.

6. And then go to the properties of the microphone and then click on Levels tab and tweak its volume.

If this does not fix your voice Issues. Make sure that the microphone/headphone you are using is the default device.
Hope this following step solves the PUBG Emulator Voice issues. This steps I have personally tested and it did solve my emulator voice issues.
